In short: the total cost of buying a villa in Bali is the purchase price plus acquisition costs (taxes, notary or PPAT fees, legal due diligence), setup costs (furniture, repairs, equipment) and annual running costs (maintenance, staff, utilities, management, PBB). Which taxes apply, and who pays them, depends on whether you buy a leasehold, a title held through a company, or a new build from a developer.

A villa listed at USD 500,000 rarely costs exactly USD 500,000. The listing tells you what the seller is asking for the property or the lease. It says nothing about the duty on the transfer, the notary’s fee, the legal review, the new pool pump the inspection will find, or what the villa will cost to run once you own it. Buyers who identify these costs before making an offer negotiate better and compare properties more accurately than buyers who discover them during the transaction.

Why the Asking Price Is Not the Purchase Cost

Take two villas on the same street, listed at USD 420,000 and USD 450,000. The first needs new furniture, a replacement pool pump and waterproofing on the roof terrace before it can take its first guest. The second is furnished, has recent equipment and is already operating with a management contract. Once the work on the first villa is priced, the gap between the two can shrink to almost nothing, and the cheaper listing can turn out to be the more expensive acquisition.

Lease length changes the comparison too. If the first villa has 20 years remaining on its lease and the second has 27, the first costs USD 21,000 per year of use and the second about USD 16,700. When our team compares properties for a client, we work from the total capital required to make each villa usable for its intended purpose, and from what that capital buys in years of use.

The Four Layers of Cost

Which Taxes Apply When Buying Property in Bali?

The taxes depend on the right you acquire. Most foreign buyers purchase a lease (Hak Sewa). Some acquire a building right (Hak Guna Bangunan, HGB) through a foreign-owned company, a PT PMA. Buyers of new builds may also pay VAT. Our guide to leasehold and freehold explains the structures themselves.

Leasehold

Income from leasing land and buildings in Indonesia is subject to a final income tax of 10% of the gross lease value. The tax is owed on the landowner’s income, not the buyer’s. When the lessee is a company appointed as a tax withholder, such as a PT PMA, the company withholds the tax and pays it to the tax office. When the lessee is an individual, the landowner generally settles it directly.

Who bears the cost is a commercial question. Some lease prices are quoted net to the landowner, which means the tax is added on top; others already include it. The lease agreement should state which applies. A standard lease is a contract, not a transfer of a land right, so the acquisition duty described below (BPHTB) does not normally apply to it.

This tax on the lease is a different tax from the one on renting your villa to guests. Rental income earned by the owner is covered in our guide to Bali property taxes for foreign investors.

Transfers of HGB or Hak Pakai Titles

When a land or building right is transferred, the seller pays a final income tax (PPh) of 2.5% of the gross transfer value under the standard rules. The buyer pays BPHTB, the land and building acquisition duty, at up to 5% of the acquisition value after a non-taxable threshold set by each regency. BPHTB is calculated on the higher of the transaction price and the government’s assessed value (NJOP), and it must be paid before the deed is signed. Because Badung, Gianyar and Tabanan set their own thresholds, ask the notary for a written calculation for your transaction.

VAT on New Builds

A new villa bought from a VAT-registered developer is subject to VAT (PPN). Since January 2025 the headline rate is 12%, applied to a tax base of 11/12 of the price for most goods and services, which keeps the effective rate at 11%. Resales between private owners are generally outside VAT. Before comparing an off-plan price with a resale price, confirm whether the developer’s figure includes VAT.

Notary, PPAT and Legal Fees

A notary drafts and certifies lease deeds. A PPAT (Pejabat Pembuat Akta Tanah) is the official who executes transfers of land rights. Both are responsible for the deed being executed correctly. Neither is responsible for telling you whether the transaction is a good one, which is why international buyers should also budget for independent legal review.

Depending on the structure, that review covers the land certificate and its registration, the seller’s or landowner’s authority to sign (including the consent of other heirs or family members), zoning and permitted use, building documentation, and the payment and completion terms of the agreement. Ask for written quotes from the notary and the lawyer at the start of the process, and confirm what each quote covers. Our property due diligence and notary coordination services are listed separately so you can see what each covers.

Due Diligence and Technical Inspection

Due diligence has two halves, and both belong in the acquisition budget.

The legal half confirms that the property is what the documents say it is: the certificate is genuine and registered at the land office (BPN), the person signing has the right to lease or sell, the land’s zoning allows the intended use, and the building has its PBG (building approval) and SLF (certificate of fitness for use). Our title and land verification page details the checks.

The technical half confirms the condition of the building: roof, drainage, waterproofing, electrical capacity, plumbing, air-conditioning, pool equipment and any visible structural movement. In a tropical climate these are the items most likely to produce an unplanned bill in the first year. Our article on why you should not skip the villa inspection explains what an inspector looks at.

Currency and Transfer Costs

If your funds are in EUR, GBP, AUD or another currency, the price in your home currency depends on the exchange rate on the day you pay and on the fees charged by each bank in the chain. On a transfer of several hundred thousand dollars, a difference of one percentage point in the rate is a few thousand dollars. Compare the total amount received in Indonesia, not the advertised rate. Before sending any large payment, confirm the account details by phone with a contact you already know: payment-instruction fraud targets property transactions everywhere, and Bali is no exception.

Setup Costs: From Finished to Ready

A villa can look finished in photographs and still not be ready for its intended use. Depending on the property, setup costs can include furniture, linen and kitchen equipment, appliances, air-conditioning units, internet installation, pool equipment, landscaping, repairs, waterproofing, security systems and, for a rental, photography and listing setup. A villa operated as a holiday rental also needs the relevant business licensing.

We recommend building two separate budgets. The first covers what is necessary for the villa to work as intended and should be based on the inspection report, not on the listing photos. The second covers upgrades you would like but do not need. Keeping them apart stops optional work from quietly inflating the cost of the purchase.

For a villa that is already rented out, ask for the actual income and expenses of the last 12 months rather than a projection. Our article on rental yield vs ROI explains how these costs change the return.

Checklist Before You Make an Offer

  • Ask for a written breakdown of what the price includes, including furniture and equipment.
  • Ask about outstanding repairs, works or disputes.
  • Confirm which taxes apply to your structure and who pays each one.
  • Get written quotes from the notary or PPAT and from an independent lawyer.
  • Budget for legal due diligence and a technical inspection.
  • Estimate setup costs from the inspection report.
  • Build a 12-month running-cost estimate with a reserve for repairs.
  • Check the remaining lease term and the extension terms.
  • Calculate the total in your home currency.

Frequently Asked Questions

Who pays the tax on a leasehold villa in Bali?

The 10% final tax on lease income is owed on the landowner’s income. If the lessee is a company appointed as a tax withholder, it withholds the tax; otherwise the landowner usually pays it directly. Who bears the cost is negotiated, so the lease agreement should say whether the price is net or gross of tax.

Do I pay BPHTB on a leasehold?

A standard lease is a contractual right, not a transfer of a land right, so BPHTB does not normally apply. It applies when you acquire a title such as HGB or Hak Pakai, at up to 5% of the acquisition value after a regional threshold. Confirm the treatment of your structure with the notary.

Is VAT charged on a resale villa?

Generally no. VAT applies when you buy from a VAT-registered business, typically a developer selling a new property. Between private owners, a resale is generally outside VAT. Ask the developer whether an off-plan price includes VAT before comparing it with resale prices.

Are notary fees fixed in Indonesia?

No. Notary and PPAT fees depend on the transaction and the services required. Ask for a written quote at the start of the process and confirm exactly what it covers.

What does a villa cost to run each year?

There is no single figure. Size, staffing, maintenance, utilities, management and whether the villa is rented out all change the total. For an operating villa, ask for the last 12 months of actual expenses.
