Green zone land in Bali can look appealing: rice-field views, a lower asking price and the option of a long lease. Before committing, check whether the land allows what you intend to do.

A lease does not automatically authorise villa construction, tourist accommodation or a commercial operation. Setting up a PT PMA does not change the land’s zoning either.

To assess a project, you need to examine the plot’s official designation, the land rights, the company’s permitted activities and the approvals required.

What is green zone land in Bali?

“Green zone” is a common description for land allocated to agriculture or environmental protection under local spatial plans. It may include rice fields, farmland and plantations.

The colour shown on a sales map is not enough to establish what you can legally do. The plot needs to be checked against the applicable RTRW regional spatial plan and, where available, the more detailed RDTR.

Our guide to land zoning in Bali explains the main categories. A purchase or lease decision still requires a review of the specific parcel.

Agricultural land protection: developments in 2025 and 2026

In September 2025, following severe flooding in Bali, the governor announced plans for a regulation prohibiting the conversion of productive agricultural land into commercial facilities, including villas, hotels and restaurants.

The Jakarta Post’s September 2025 report describes a proposed regulation. That announcement alone does not establish when the rules took effect.

In May 2026, Bali Discovery reported tighter restrictions on converting rice fields, particularly protected agricultural land designated LP2B and rice-field areas designated LBS.

For buyers, the practical implication is straightforward: do not budget for a villa on agricultural land on the assumption that a zoning change will be approved. Confirm the rules and available permissions for the exact plot before signing.

Holding land and operating a business require separate checks

A lease sets out the rights granted by the landowner. It does not replace the administrative approvals your project may need.

Personal use, commercial farming and tourist accommodation must be assessed separately.

Intended useWhat needs checking
Growing food in a private gardenLease rights, permitted use and restrictions affecting the plot
Building a private residenceZoning compatibility, protected-land status and construction approval requirements
Growing and selling agricultural productsForeign-investment eligibility, company structure, KBLI codes and business licences
Operating a rental villaCompatible zoning, construction approvals and accommodation licences
Employing staff or working on the projectCompany obligations, employment requirements and appropriate immigration status

Introducing a commercial activity means reviewing the legal structure again. A personally signed lease does not, by itself, demonstrate that the business can operate legally.

Can you build rental villas on green zone land?

You should not treat agricultural land as an approved site for tourist accommodation.

A rental project requires zoning compatible with the intended activity, together with the relevant construction approvals and business licences. A PT PMA does not remove those requirements.

KBLI codes identify the activities registered for your company. They do not automatically authorise those activities on every plot.

For example, a company registered for both agriculture and accommodation must still establish whether each activity is permitted at its proposed location.

Our zoning and spatial planning advisory service helps assess that compatibility before acquisition or development.

Three statements to verify before paying a deposit

“The zoning will change soon.”
Ask for official documents supporting the claim. A seller’s expectation or promise does not guarantee an approved change.

“Build it as a house, then rent it out.”
Approval for a private residence does not establish permission to operate tourist accommodation. The proposed commercial use needs its own assessment.

“The neighbours have already built villas.”
Nearby construction does not prove that your project is compliant. Those properties may have different approvals or unresolved legal issues.

Can a PT PMA operate a farm on green zone land?

Agriculture may be compatible with land designated for agricultural use. For a foreign investor, feasibility also depends on the specific activity, investment restrictions and required approvals.

The PT PMA must be structured around what the business will actually do. Growing crops, processing produce and selling products may require different activity codes and checks.

RequirementWhat to verify
Activities and KBLI codesIdentify the codes covering the proposed operations and check foreign-investment conditions
Company capitalConfirm the subscribed and paid-up capital requirements
Investment planCheck applicable thresholds, calculation rules and reporting obligations
Lease or land rightsAlign the documents with the operating company and intended use
Business licencesIdentify the registrations and approvals required
Immigration and employmentConfirm the rights of each person working in or managing the operation

Our PT PMA company setup service can help assess these requirements for your project.

Paid-up capital, investment and Investor KITAS requirements

The 2025 reform should not be understood as one budget covering every condition for establishing a business and living in Indonesia.

According to SAS Bali’s explanation of BKPM Regulation No. 5 of 2025, the general minimum paid-up capital requirement was reduced to IDR 2.5 billion, while the general investment requirement remains above IDR 10 billion. Investor KITAS requirements are separate.

The calculation rules, exceptions and sector-specific conditions need confirmation for your company. Meeting a company formation requirement does not, on its own, establish your eligibility for a residence permit or permission to perform every proposed role.

What happens if the project is structured incorrectly?

A mismatch between the land, approvals and business activity can prevent a project from operating as planned.

Depending on the breach and the authorities’ decisions, consequences may include:

  • Refused construction approvals or business licences.
  • Suspension of operations or administrative penalties.
  • Enforcement action affecting an unauthorised building.
  • Immigration or employment difficulties.
  • Disputes over the lease or the parties’ obligations.
  • A more difficult resale when a buyer identifies compliance problems.

These issues rarely appear in listing photographs. They emerge when the documents and project feasibility are examined.

Frequently asked questions

Can a foreigner lease green zone land?

A lease may allow use of the land, subject to its validity and the lessor’s authority. It does not remove zoning restrictions. The intended use must be checked separately.

Can I build a private house on agricultural land?

Do not assume construction is permitted. The answer depends on the plot’s exact designation, protection status and applicable approval requirements.

Can an agricultural PT PMA also rent out villas?

The company must meet the requirements for each activity. Each location must also have compatible zoning and the necessary approvals. Adding a KBLI code does not change the land’s designation.

Can an existing villa be rented to tourists?

The building’s existence does not establish that its construction or operation is compliant. Have its zoning, approvals, licences and contracts reviewed before accepting bookings.

Does the lower capital requirement make every farming project accessible?

No. Paid-up capital is one requirement among several. Investment conditions, sector restrictions, licensing and immigration rules must also be considered.
